all the sites I've visited assume one has hundreds to spend but I've heard there are places for rent for $20-$30 a night that are right on the beach.

Depends on ur standards... U can get a decent, clean room with bed, bathroom, and fan for $10 a nite....At the greatest beaches here...
How old are you? how picky are you? i'd b more than happy to recommend some spots if i know wat type of traveling u like...

surfing places have surfers hotels and youth hostels for really cheap prices. the pacific coast has many places but i would avoid the bay and go further up on the pacific coast if i were you. reason
red tide bull sharks.
bull sharks swim up the inlet to lake nicaragua which fresh water shark fishing was banned there.and there seems to be a red tide problem in that area seasonally.
