The name depends on the usage. Usually, it's a caret, and is used to insert words/punctuation into existing text. In some cases - such as in the French language - it's called a circumflex, and sits on top of a vowel (and seems to indicate that there used to be an 'S' after said vowel that was dropped somewhere in the etymology).

I have always known it as a 'roof', ^ as many welsh words have it.
