Massif Central is a one of the cheapest regions, I believe.
If you want to go to a language school, you'll want to live near the school. Choose a school, and they should help you with the housing.
Paris will be more expensive than any other major city, but most of the other larger cities will be about the same price. Staying in a village out in the country would be the cheapest, but not a good place to study French.
You have to go to a big city to meet people and to study French. If you want a cheap accommodation, you have to live in the suburb. Go to Paris, Lyon, Bordeaux, Marseilles. They are really beautiful and big cities.
