Depends where you plan to live.
Try "gaijin house" in a search engine and find one for the area you want. Stay there until you find an apartment through an agent or new friend. Or until you move in with a new Japanese boyfriend/girlfriend. Other Answer
do you know someone who lives there? if not go to the japaneese ambessy or consulat where you are and ask them if they can help you or give you a right direction..

I am an English teacher living and working here. My company had an apartment under their name. When the outgoing teacher leaves, the new one moves in.
In order for a foreigner to get an apartment, you'll probably need an Alien Card and a visa. It is need for opening a bank account, getting a phone and doing almost anything here.
